Requires the Public Utilities Commission to develop electric transmission and distribution efficiency measures applicable to electrical corporations by January 1, 2012, using existing resources and in consultation with the Energy Commission, Independent System Operator, and relevant stakeholders.

Requires local publicly owned electric utilities with more than 100,000 customers to develop electric distribution efficiency measures and plans by January 1, 2012.

Mandates that efficiency plans reduce consumer payments, achieve discernible improvements beyond ongoing maintenance, represent cost-effective projects, and maintain voltage standards and power quality without infringing on existing end-use energy efficiency programs.

Authorizes the Public Utilities Commission to develop statewide distribution efficiency targets measured in megawatthours or megawatts.

Declares no state reimbursement is required under Article XIII B of the California Constitution because local agencies have authority to levy service charges sufficient to fund the mandated program.
