Authorizes the City of Long Beach to implement a pilot program permitting vehicles to park on the left-hand side of two-way local residential streets that dead-end with no designated turnaround area, parallel to and within 18 inches of the left-hand curb.

Requires Long Beach to first make a finding supported by a professional engineering study that the parking allowance is justified by the need to facilitate safe and orderly vehicle movement.

Limits the pilot program to streets perpendicular to Ocean Boulevard beginning at Balboa Place and ending at 72nd Place, excluding 62nd Place.

Requires the City to submit a report to the Legislature two years after implementing the pilot program outlining its advantages and disadvantages.

Terminates the pilot program three years from the date the establishing ordinance or resolution is enacted.
