Clarifies that expenses for county boards of education, county committees on school district organization, and county superintendents must be paid from county general funds for specified Education Code sections.

Modifies approval requirements for elementary school district exclusion from unification with high school districts, allowing approval from the county committee under specified conditions or from the State Board of Education if conditions are not met.

Makes technical changes to provisions governing unified school districts coterminous with chartered cities or city and counties, and to provisions regarding transfer of bond fund surpluses to special reserve funds.
