Requires the Commission on State Mandates to transfer all pending incorrect reduction claims filed by local educational agencies to the Education Audit Appeals Panel by July 1, 2011, with staggered hearing deadlines based on when claims were originally filed.

Permits consolidation of similar incorrect reduction claims from multiple local educational agencies under the same mandate, with other agencies able to opt out within 15 days of the initial hearing and file individual appeals.

Mandates the Legislative Analyst review and report annually on reimbursable state mandates affecting local educational agencies that lack full funding, providing recommendations on whether mandates should be amended, repealed, or retained.

Requires any bill imposing a state-mandated local program on a local educational agency to include an automatic sunset provision that repeals the mandate five years after enactment, unless the bill's requestor directs otherwise.
