Amends Education Code Section 53201 to establish a list of low-achieving and persistently lowest-achieving schools based on specified criteria.

Requires identification of high schools with graduation rates below 60 percent in each of the previous three years using the federal definition in Title 34, Code of Federal Regulations, Section 200.19(b).

Allows use of the closest possible approximation of graduation rate calculated using existing data until the federally-defined graduation rate data becomes available.

Permits exclusion of certain schools from the low-achieving list, including county community schools, juvenile court schools, schools serving only students with exceptional needs, and schools with at least 50 points of Academic Performance Index growth over five years.

Authorizes the Superintendent of Public Instruction and State Board of Education to develop a methodology consistent with Academic Performance Index calculations to identify the lowest 5 percent of schools based on proficiency in reading/language arts and mathematics.
