Mandates that child day care facilities make clean and safe drinking water readily available and accessible throughout the day.

Exempts beverages provided by parents or legal guardians for their child, and exempts facilities from requirements when a child has a physician-documented medical necessity for specific medical food.

Allows the State Department of Social Services to adapt beverage standards by bulletin every five years as federal Dietary Guidelines for Americans are updated.

Requires compliance checks only during regularly scheduled, authorized inspections, with no separate enforcement visits required.
