Increases the threshold for random sampling verification of recall petition signatures from 500 signatures (whichever is less) to 500 signatures (whichever is greater), meaning elections officials must verify at least 3% of submitted signatures or 500 signatures, whichever number is larger.

Requires elections officials to immediately verify recall petition signatures as of the date a vacancy occurs in the targeted office, rather than continuing signature collection indefinitely.

Allows the recall election to proceed only if sufficient signatures are verified as of the vacancy date; if insufficient signatures exist, the recall election is cancelled and the vacancy is filled through normal procedures.

Prohibits a person subject to a recall petition from being appointed to fill the vacancy they created or any other vacancy on the same governing board for the duration of the vacated seat's term.
