Extends the California American Indian Education Center Program from its January 1, 2012 inoperative date to January 1, 2017, allowing the program to continue operating for 5 additional years.

Allows the Superintendent of Public Instruction to fill vacancies on the American Indian Education Oversight Committee with non-center director educators if no qualified center director can be found within 30 days of a vacancy.

Requires the State Department of Education to conduct evaluations of American Indian education centers on or before January 1, 2011 and again by January 1, 2016 to determine whether to renew existing center applications or approve new ones.

Requires the department to report consolidated results from all centers and provide recommendations for program improvement by January 1, 2011 and again by January 1, 2016.

Creates an American Indian Education Unit within the department to provide technical support and administrative oversight of American Indian education programs and ensure compliance with federal No Child Left Behind standards and Executive Order 13336.
