Requires persons requesting confidential home addresses through the Department of Motor Vehicles to provide a current employment address for processing traffic, parking, or toll road violations, which can be used in place of a home address for service of notice.

Establishes that statutory time periods for processing traffic and parking violations are tolled until the department provides the employment address to the appropriate law enforcement or issuing agency.

Requires persons with confidential addresses to notify the department within 10 days of any change in employment address and authorizes vehicle registration renewal refusal if traffic or parking violation penalties remain unpaid.

Mandates the department update confidentiality request forms to include employment address requirements and distribute them to human resources offices of eligible agencies, with all new and existing enrollees required to complete forms by January 1, 2011 and April 1, 2012, respectively.

Makes it a felony to disclose the confidential home address of peace officers, police or sheriff department employees, or their spouses or children if the disclosure results in bodily injury.
