Authorizes the Riverside County Transportation Commission to use design-build procurement for the State Route 91 Corridor Improvements Project on the state highway system, subject to California Transportation Commission approval.

Makes the Department of Transportation responsible for all construction inspection services on the project, including surveying, materials testing, environmental monitoring, and quality control, with direct reporting to senior department engineers.

Grants the Department of Transportation authority to stop contractor operations and take appropriate action when public safety is jeopardized, and requires regular job site inspections for safety compliance.

Requires the Riverside County Transportation Commission to submit progress reports to legislative transportation committees beginning two years after the design-build contract is awarded and annually thereafter until project completion.

Takes effect immediately as an urgency statute to provide improved motorist safety, reduced traffic congestion, and increased traffic mobility.
