Modifies the definition of "subdivision" under the Subdivision Map Act to specify which types of physical separations prevent property from being considered as contiguous units.

Exempts property separated by canals, flood control channels, irrigation ditches, roads, or streets from being considered as contiguous units, but only if those facilities are access-controlled highways or California Aqueduct System canals that cannot be bridged or crossed.

Requires property separated by railroad rights-of-way or utility easements to remain considered as contiguous units and not constitute separate parcels.

Prohibits local agencies from creating separate parcels under these separation exemptions if doing so would be inconsistent with the general plan or specified specific plans, or would create an economically unviable use.
