Establishes the "Elder Economic Security Standard Index" as a biennial measure updated by UCLA that quantifies costs for elders to meet basic needs including food, shelter, health care, transportation, utilities, and household items in each county.

Requires the California Department of Aging to report Elder Economic Security Standard Index data for each service area in its state plan, contingent on the index being updated and available.

Mandates area agencies on aging to use the Elder Economic Security Standard Index in their plans to specify the cost of basic needs for elders and identify the number or percentage of elders living at or below the index, if the index is available.

Requires area agencies on aging to use the Elder Economic Security Standard Index to track progress of participants in the state-administered Senior Community Service Employment Program toward economic sustainability.

Clarifies that the act does not mandate changes to current funding allocations to area agencies on aging or affect means-tested programs under the Mello-Granlund Older Californians Act.
