Adds Section 12c to the Code of Civil Procedure to establish a uniform method for computing deadlines that require actions to be completed a specified number of days before a hearing.

Requires deadlines to be calculated by counting backward from the scheduled hearing date, excluding the day of the hearing itself.

Specifies that any additional days added due to the method of service used shall be computed by counting backward from the deadline determined under this new section.

Became effective July 6, 2010, upon approval by the Governor.
