Allows the director to establish fees for licensing, certification, and continuing education course approval through regulations, with revenue set to match annual Budget Act expenditure levels.

Designates fee regulation adoption as an emergency measure under Government Code Chapter 3.5, with regulations remaining in effect until amended by the director.
