Requires the Ocean Protection Council to support state agencies' use and sharing of scientific and geospatial information for coastal and ocean management decisions, including marine spatial planning, subject to available funding.

Directs the council to assess public agencies' needs for gathering, managing, and sharing information and decision-support tools relevant to ecosystem-based coastal and ocean management.

Requires the council to increase availability of baseline scientific and geospatial data on ecosystem health, climate change effects, human activities, social and economic values, and other information relevant to marine spatial planning.

Authorizes the council to award grants, enter into interagency agreements, and provide assistance to public agencies and nonprofit organizations to support data sharing and collaborative management efforts.

Requires state agencies with ocean or coastal management authority to cooperate with the Ocean Protection Council to achieve these goals, consistent with their individual mandates and available funding.
