Abolishes the Joint Committee on Boards, Commissions, and Consumer Protection and transfers its sunset review responsibilities to the Joint Sunset Review Committee.

Requires the Joint Sunset Review Committee to evaluate all eligible agencies and determine whether they should be terminated, continued, or have their functions revised or consolidated.

Imposes a sunset date of January 1, 2013, on the State Race Track Leasing Commission, Capitol Area Committee, Continuing Care Advisory Committee, and California Recreational Trails Committee.

Makes conforming changes to the Business and Professions Code, Food and Agricultural Code, Government Code, Health and Safety Code, and Public Resources Code to reflect the new sunset review structure.

Does not become operative unless Assembly Bill 1659 is enacted to establish the Joint Sunset Review Committee.
