Allocates 79% of renewable energy public goods charge revenues to a consumer-based program for emerging renewable technologies in distributed generation and energy efficiency improvements in buildings built before July 1, 1978.

Establishes eligibility requirements for renewable technologies including fuel cells with renewable fuels, wind turbines up to 50 kilowatts, and other distributed renewable technologies that meet Energy Commission criteria.

Requires the Energy Commission to provide monetary rebates, buydowns, or incentives to reduce purchase costs of eligible systems, with incentives limited to a maximum percentage of system price as determined by the commission.

Authorizes the Energy Commission to expend up to $60 million from the Renewable Resource Trust Fund for the program until December 31, 2008, subject to repayment requirements.

Makes the program operative until January 1, 2012, with authority for the Legislature to extend or delete that date through later legislation.
