Department of Veterans Affairs must consult with state agencies including Employment Development Department, Labor Workforce Development Agency, Employment Training Panel, California Workforce Investment Board, and educational institutions to coordinate veterans assistance programs.

Employment Development Department must submit a report by March 1, 2011 to the Joint Legislative Budget Committee and appropriate legislative committees detailing veteran employment and job training programs and governance models to improve program integration and efficiency.

Report must include recommended goals and performance standards for veteran employment programs, integration of veterans in California's Workforce Investment Act plans, coordination of federal grants, and identification of funding sources and regulatory barriers.

Report must describe best practices from other states' integrated veteran employment models and recommendations for improving veterans' access to unemployment insurance and federal veteran benefits.

Act takes effect immediately as an urgency statute; report requirement becomes inoperative on March 1, 2015.
