Authorizes grants for Safe Routes to School construction projects to be awarded to local governmental agencies, including school districts, through a statewide competitive process

Adds two new rating factors for grant proposals: benefit to low-income schools and degree to which proposals reflect community stakeholder participation, input, and priorities

Requires the Department of Transportation to form a multidisciplinary Safe Routes to School advisory committee including representatives from state agencies, nonprofit organizations, cities, schools, and at least one low-income community representative

Ensures any state budget allocations for Safe Routes to School grants are in addition to federal transportation funds designated for the program under SAFETEA-LU or subsequent transportation acts

Requires Department of Transportation consultation with California Highway Patrol before awarding construction grants involving freeways, state highways, or county roads to ensure consistency with pedestrian and bicycle safety programs
