Expands resident tuition classification for Armed Forces members to those eligible for federal Post-9/11 Veterans Educational Assistance Act benefits, regardless of whether they were stationed in California or length of service, if honorably discharged and providing proof of California domicile

Maintains existing resident classification for Armed Forces members stationed in California on active duty for more than one year prior to discharge for the duration of their state residence up to minimum residency requirements

Defines "domicile" for purposes of this residency provision as a place of fixed habitation where the student intends to remain and intends to return when absent

Requires reimbursement to local agencies and school districts for any state-mandated costs identified by the Commission on State Mandates pursuant to Government Code Part 7
