Allows timber harvesting plans that expired or were extended in 2008 or 2009 to receive up to 4 one-year extensions (including prior extensions granted before January 1, 2010) instead of the standard maximum of 2 one-year extensions.

Removes the sunset date for plans approved January 1, 2010 to December 31, 2011, allowing them to continue receiving up to 2 two-year extensions indefinitely rather than only until January 1, 2012.

Modifies the January 1, 2012 effective date to apply only to timber harvesting plans approved on or after January 1, 2012, rather than all plans.

Requires registered professional forester certification that no listed endangered species have been discovered and no significant physical changes have occurred in the harvest area since plan approval as a condition for extensions.

Takes effect immediately as an urgency statute to provide relief to California's timber industry during economic downturn.
