Removes language that would have included current elected officials appointed to serve on local boards, clarifying that locally elected board members are exempt from the $250 contribution restriction provisions.

Requires officers of agencies to disclose contributions over $250 from parties and participants in pending license, permit, or entitlement proceedings within the preceding 12 months.

Prohibits officers from accepting contributions over $250 from parties or participants during proceedings and for three months after final decisions are rendered.

Declares the bill furthers the purposes of the Political Reform Act of 1974, qualifying it for passage by a 2/3 vote as required for amendments to the initiative measure.
