Authorizes the Smith River Rancheria Tribal Council to enter into a joint powers agreement to participate in the Border Coast Regional Airport Authority and designates it as a public agency for this purpose.

Extends existing prohibitions on bond issuance to the Smith River Rancheria joint powers authority, limiting bond authorization under the Marks-Roos Local Bond Pooling Act of 1985 unless public improvements are owned and maintained by the authority or its public agency members.

Requires that revenue streams pledged to repay bonds must derive from the authority or one or more of its public agency members.

Applies the bond issuance restrictions effective January 1, 2004 to joint powers authorities created under this section.

Declares that a special law is necessary due to unique circumstances affecting the Smith River Rancheria Tribal Council.
