Amends Section 2101 of the Elections Code to clarify voter registration eligibility requirements for United States citizens, California residents, and individuals at least 18 years old at the time of the next election.

Specifies that "in prison or on parole for the conviction of a felony" includes incarceration in a county jail or other alternative sentences resulting from a felony conviction for purposes of voter registration eligibility.

Applies the expanded definition of felony-related ineligibility to all purposes of the Elections Code, not just voter registration.
