AB 218 Summary

• Repeals existing California Postsecondary Education Commission (CPEC) requirements regarding transfer access, adult education reviews, and independent institution financial reporting.

• Establishes new statewide accountability framework requiring measurement of collective higher education performance against six policy questions: preparedness for college, college enrollment rates, affordability, degree completion, graduate preparedness, and economic benefits to California.

• Requires CPEC to collect and report data on up to 30 key indicators by August 1, 2011 and biennially thereafter, with data disaggregated by race, ethnicity, gender, and socioeconomic status.

• Directs Legislative Analyst's Office to analyze accountability data within 120 days and present findings to legislature before December 30, 2011 and annually thereafter.

• Requires University of California, California State University, Community Colleges, and independent institutions to provide accessible enrollment, retention, and student success information to prospective students and families.
