• Expands contractual assessment programs to finance onsite sewer and septic improvements, including conversion from septic systems to community sewer service and modification or replacement of existing systems.

• Prohibits public agencies from permitting property owner participation if total annual property taxes and assessments would exceed 5% of the property's market value at time of approval.

• Requires preliminary reports for contractual assessment programs to include underwriting criteria and safeguards to limit total annual property taxes and assessments to 5% of property market value.

• Permits replacement or upgrade of existing septic systems if the building is not within range of an existing or planned public sewer and meets local pretreatment and safety requirements.

• Allows property owners to purchase equipment and materials directly and contract independently for installation of improvements with written consent from the public agency official.
