Prohibits persons convicted of misdemeanor violations of carrying a concealed firearm from owning, purchasing, receiving, or possessing any firearm within 10 years of conviction; violators face up to one year in county jail, a fine up to $1,000, or both

Removes previous requirements that misdemeanor firearm violations also include carrying a loaded firearm in public or carrying a loaded firearm in a vehicle

Creates a new misdemeanor offense (rather than felony) for firearm possession following certain misdemeanor convictions

Establishes that no state reimbursement is required because the bill creates a new crime within existing statutory exemptions to reimbursement requirements
