Removes the requirement that disability benefit payments be made by check, allowing the Employment Development Department to use electronic technology for payments.

Modifies the definition of "practitioner" eligible to certify disability claims to include nurse practitioners (after physical examination and physician collaboration) for general conditions, and midwives, nurse midwives, or nurse practitioners for normal pregnancy or childbirth.

Maintains existing requirements that disability benefit claims be supported by treating physician or practitioner certificates, including diagnoses, medical facts, and expected duration of disability.

Designates the act as an urgency statute to take effect immediately upon approval by the governor.
