Extends the moratorium on authorizing or expanding legal gambling in California counties, cities, and city and counties until January 1, 2020 (previously set to expire January 1, 2015)

Maintains prohibition on governing bodies and electors from authorizing new legal gaming in jurisdictions that had not authorized gaming by January 1, 1996

Prevents expansion of gaming beyond what was permitted on January 1, 1996 in jurisdictions with gaming ordinances in effect on that date

Extends the ban on the gambling commission issuing new licenses for gambling establishments not licensed as of December 31, 1999 until January 1, 2020 (exceptions allowed only for applications filed before September 1, 2000)

Both modified sections automatically repeal on January 1, 2020 unless extended by subsequent legislation enacted before that date
