Requires the Office of Problem and Pathological Gambling to develop education and awareness programs that specifically target geographically diverse multicultural populations as part of its prevention program.

Authorizes the office to develop a grant program for education, outreach, and prevention with preference given to applications that provide matching funds, target multicultural populations, or educate youth.

Adds development of problem gambling education and awareness programs targeting diverse multicultural populations as a new component of the prevention program.

Maintains existing requirements for toll-free crisis services, public awareness campaigns, research programs, training for health care professionals and law enforcement, and training for gambling industry personnel.

Requires treatment services to address the needs of diverse multicultural populations including female gamblers, underserved ethnic groups, the elderly, and physically challenged individuals.
