• Enacts the Kindergarten-University Public Education Facilities Bond Act of 2010, authorizing $6,100,000,000 in general obligation bonds for education facilities, contingent on voter approval at the November 2, 2010 statewide general election.

• Allocates $4,600,000,000 of bond proceeds for K-12 school facilities: $2,500,000,000 for new construction, $1,000,000,000 for modernization, $250,000,000 for charter schools, $250,000,000 for career technical education, $50,000,000 for joint use projects, $500,000,000 for high-performance school incentive grants, and $50,000,000 for preschool facilities.

• Allocates $800,000,000 for California Community Colleges capital outlay for construction, renovation, and facility acquisition on existing and new campuses.

• Allocates $700,000,000 for University of California, Hastings College of the Law, and California State University for construction and modernization of campus facilities.

• Establishes the 2010 State School Facilities Fund and related bond funds to distribute proceeds, with repayment of bond principal and interest appropriated annually from the General Fund; takes effect immediately as an urgency statute.
