Establishes a reentry program for offenders ages 16-23 upon release, parole, or discharge from Department of Corrections and Rehabilitation or county facilities, with priority for gang-affiliated youth

Requires preenrollment into eligible community programs located within 60 miles of youth's last known address, with participation beginning within 72 hours of release

Eligible community programs must provide integrated education (50%) and job training (50%), including construction apprenticeships, counseling services, leadership development, and assistance with postsecondary education and financial aid

Allocates $20,000 per year per enrolled youth to community programs, with at least 50% paid at enrollment and remainder upon completion of each year

Enrolls no more than 200 eligible youths and requires the department to track program success metrics including recidivism rates, with the program repealing January 1, 2014
