AB 2202 Summary

• Requires any funds appropriated from the Safe, Clean, and Reliable Drinking Water Supply Act of 2012 for New River projects ($20,000,000) to be consistent with a strategic plan developed by the California-Mexico Border Relations Council.

• Establishes the California-Mexico Border Relations Council as the lead entity to develop a comprehensive strategic plan for the New River Improvement Project, contingent on funding agreement with the City of Calexico.

• Strategic plan must address water quality impairments, prioritize cleanup actions, identify funding sources and lead agencies, and coordinate federal, state, and local efforts to remediate pollution and restore the New River.

• Creates the New River Improvement Project Account within the California Border Environmental and Public Health Protection Fund to receive and expend moneys for New River water quality and public health projects.

• Designates the Secretary for the California Environmental Protection Agency to oversee expenditure of bond funds for New River projects and requires the act to take effect only upon voter approval of the bond measure on November 6, 2012.
