Requires the State Department of Developmental Services to consider the state's ethnic, sexual orientation, gender identity, geographic, and socioeconomic diversity when convening stakeholder groups under the Lanterman Developmental Disabilities Services Act.

Mandates the department use best efforts to include stakeholder groups that collectively reflect the interests of the state's diverse population.

Requires the department to include in appropriate reports to the Legislature a description of how it has complied with stakeholder group diversity requirements.

Makes technical amendments to Section 4512 of the Welfare and Institutions Code and adds new Section 4512.5.
