Adds Section 12017.5 to the Government Code to define "item of appropriation" under the California Constitution's line-item veto authority to exclude reductions made to previously enacted items of appropriation.

Declares the Legislature's intent to supersede the Court of Appeal's First Appellate District decision in St. John's Well Child and Family Center v. Schwarzenegger (Case No. A125750) filed March 2, 2010.

Clarifies that the Governor's line-item veto power applies only to new appropriations, not to reductions of existing appropriations contained in previously enacted statutes.
