Establishes legislative findings supporting work-based learning as an essential component of secondary education that combines classroom instruction with real-world workplace experiences including job shadowing, internships, and apprenticeships.

Authorizes school districts to establish work-based learning programs and purchase liability insurance for students in off-campus work-based learning activities; allows partnership academies, regional occupational programs, and other agencies to deliver work-based learning opportunities.

Requires work-based learning programs to include characteristics such as emphasis on learning over production, exposure to diverse career areas, qualified supervision, workplace mentors coordinating with classroom teachers, and clear measurable learning outcomes.

Permits regional and local business organizations, in conjunction with school districts and community colleges, to develop principles and guidelines for work-based learning programs aligned with academic and career technical education standards.

Expands definition of "sufficient textbooks or instructional materials" to include digital materials provided each pupil can access the same content at home and in class as all other pupils in the same course.
