Santa Monica Mountains Conservancy must complete a feasibility study for the Pacoima Wash (a Los Angeles River tributary extending from Lopez Debris Basin to the confluence with Tujunga Wash) by June 30, 2012.

The feasibility study shall include objectives for greenbelt development, recreational opportunities expansion, wildlife habitat improvement, inventory of existing land and uses, and identification of parcels suitable for greenbelt and recreational development.

The conservancy shall develop the study with community input and request voluntary cooperation from other governmental authorities with jurisdiction over the Pacoima Wash.

The conservancy must use existing budget resources to prepare the study and may accept funds from private and nonprofit sources.

The bill takes effect immediately as an urgency statute requiring a 2/3 vote for passage.
