AB 2215 Summary

• Authorizes minisatellite wagering facilities to enter into agreements with advance deposit wagering (ADW) providers to accept wagers that California residents could place through those ADW providers

• Requires the California Horse Racing Board to develop and adopt rules to license and regulate all ADW activity in minisatellite wagering facilities

• Allows the board to recover costs associated with licensing and regulation of ADW activity in minisatellite facilities either directly from the ADW provider or through increased funding from the established formula

• Maintains existing requirements for ADW providers including security safeguards, location and age verification, labor agreements, and independent audits

• Specifies distribution of market access fees from ADW wagers to various entities including racing associations, horsemen, backstretch personnel, and equine health organizations
