Expands the definition of alcoholism or drug abuse recovery or treatment facilities to include programs accredited by nationally recognized organizations that provide limited medical services within residential facilities, staffed by multidisciplinary teams including physicians when available.

Clarifies that "adults" served by these facilities include mothers over 18 years of age with their children and emancipated minors (including mothers under 18) with their children, as defined by Family Code Section 7002.

Prohibits the state or local governmental entities from requiring the provision of on-site medical services as a condition of licensure, funding, or regulatory supervision.

Allows treatment facilities to serve adolescents only upon issuance of a waiver granted by the department pursuant to departmental regulations.

The expanded definition including medical services provisions remain in effect until January 1, 2013, at which point the definition reverts to nonmedical services only unless extended by subsequent legislation.
