Authorizes the Department of Corrections and Rehabilitation to install telemedicine fixtures and broadband infrastructure in new or existing prison buildings to reduce health care delivery costs.

Allows telemedicine installations in facilities constructed or renovated under the Public Safety and Offender Rehabilitation Services Act of 2007, including housing units, support buildings, and medical/dental/mental health treatment facilities.

Establishes legislative findings that prior telemedicine expansion efforts were funded through the Consolidated Information Technology Infrastructure Project awarded in 2007, and declares intent to continue reducing prison health care costs through telemedicine use.

Requires the Department of Corrections and Rehabilitation to report quarterly to the Joint Legislative Budget Committee on allocations and anticipated deficits or savings from the appropriations used for these projects.
