Prohibits possession or use of shotgun shells loaded with anything other than nontoxic shot when hunting migratory game birds, resident small game, or nongame species within state wildlife management areas, effective July 1, 2011

First violation is an infraction punishable by a $500 fine; second or subsequent violations carry fines of $1,000 to $5,000

Defines "nontoxic shot" as types approved by the United States Fish and Wildlife Service for waterfowl and coot hunting

Applies to hunting conducted under authority of a hunting license within designated state wildlife areas

Exempts the state from reimbursing local agencies for costs related to creating this new infraction under California Constitution Article XIII B
