Requires the California Environmental Protection Agency to implement a process by June 30, 2011 for local agencies to verify annually that tank numbers issued by the State Board of Equalization are correct and accurate for permitted underground storage tanks.

Mandates local agencies verify tank numbers annually pursuant to the process established by CalEPA, in consultation with the State Board of Equalization, local agencies, regulated parties, and interested parties.

Establishes this verification requirement as a state-mandated local program.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to pay for the mandated program under Government Code Section 17556.
