Requires the Department of Corrections and Rehabilitation to conduct a study in cooperation with the University of California, Office of the President, and the Federal Receiver to evaluate involving the University of California system in inmate health care delivery.

Study must assess methods to significantly reduce costs to taxpayers while providing constitutional-level health care to inmates, including review of similar reorganizations in other states.

Study shall evaluate streamlining leadership structure, separating quality assessment from budget control, centralizing pharmacy and materials management, implementing electronic medical records, and expanding telemedicine.

Department must complete the study and report results to the Legislature by September 1, 2011, with the reporting requirement becoming inoperative on September 1, 2015.
