Eliminates outdated fee structure reporting requirements and maintains maximum fee schedules of $136-$400 annually for processors and dealers based on annual dollar volume of business.

Authorizes the Secretary of Food and Agriculture to appoint an advisory committee of producers and licensees to provide guidance on establishing fees or to use existing advisory committees.

Applies analogous licensing fee and complaint procedure changes to farm product dealers (those buying, receiving on consignment, or negotiating sales of farm products) as previously applied to processors.
