Amends Section 19819 of the Business and Professions Code to change quorum requirements for the California Gambling Control Commission from 3 members to a majority of the appointed members.

Changes the voting requirement from a concurring vote of 3 members to an affirmative vote of a majority of commissioners present at a meeting for official actions.

Expands the scope of decisions requiring majority vote to include rendering decisions, passing motions, and exercising the commission's duties, powers, or functions.

Maintains the commission's principal office in Sacramento and allows meetings elsewhere when public interests are better served.

Continues exemption of applicant evaluation documents filed by the department from public disclosure under the Public Records Act.
