Adds Section 3370.1 to the Labor Code to provide workers' compensation benefits to inmates of county, city, or city and county jails, industrial farms, and road camps for injuries arising out of assigned employment and death resulting from work-related injuries.

Prohibits temporary disability indemnity payments while an inmate is incarcerated; benefits commence only upon release from incarceration.

Excludes injuries resulting from assaults where the inmate was the initial aggressor or from self-inflicted intentional acts from workers' compensation coverage.

Caps average weekly earnings for benefit calculation at the minimum amount set forth in Section 4453 and determines permanent disability based on the occupation of a laborer of like age.

Allows former inmates one year from release to file an original application with the appeals board to resolve disputes regarding workers' compensation benefits, unless Section 5804 of the Labor Code allows more time.
