Requires counties with Emergency Medical Services Funds to provide expanded annual reports to the Legislature including detailed descriptions of collected fines, forfeitures, and penalty assessments by statute.

Mandates reports include information about disbursements to physicians, surgeons, and hospitals, including descriptions of other medical services purposes and total allowable claims if disbursed on a claims basis.

Requires reports to identify the names and contact information of entities responsible for collection and disbursement of funds, and descriptions of methodologies used to disburse moneys to hospitals.

Requires counties to make available to the public upon request a semiannual listing of physicians, surgeons, and hospitals that received reimbursement from the Emergency Medical Services Fund and the amounts they received.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures under Government Code Section 17500 et seq.
