Adds Section 8238.7 to the Education Code requiring continuous appropriation from the General Fund beginning July 1, 2012 to enroll all 3- and 4-year-old children whose families meet eligibility requirements and request enrollment

Establishes legislative intent to impose a tax for purposes of fully funding all California state preschool programs

Specifies that appropriated funds allocated to school districts or community college districts shall be applied toward minimum funding requirements under the California Constitution

Makes an appropriation and requires fiscal committee review; passage requires majority vote
