Prohibits courts from garnishing wages or levying bank accounts to collect fines, fees, forfeitures, or penalties against persons under 25 years of age who are homeless and have unpaid citations for truancy, loitering, curfew violations, or illegal lodging.

Allows courts to resume wage garnishment and bank account levies once the person reaches 26 years of age or older.

Defines "homeless" or "no permanent address" to include persons without fixed nighttime residence, those living in motels, shelters, vehicles, parks, abandoned buildings, or other non-residential spaces.

Courts are not required to conduct additional investigations beyond routine debt collection processes to determine homelessness status and may rely on documents already in their possession.

Preserves courts' authority to pursue other lawful debt collection activities and allows the Judicial Council to modify collection program recommendations.
