Requires the State Department of Education to allocate annual grants from the local data management support program to local educational agencies and direct-funded charter schools, subject to Budget Act appropriations.

Sets grant amounts at $5,000 annually for agencies with 1-1,000 enrolled pupils, and minimum $5 per pupil for agencies with over 1,000 enrolled pupils, based on prior year enrollment.

Allocates funds only to agencies that resolve statewide pupil identifier anomalies, include the identifier on student transcripts, and maintain a generic email address for data management personnel.

Permits use of funds for staff, hardware and software acquisitions, training, and other activities related to meeting California Longitudinal Pupil Achievement Data System requirements.

Requires the department to prorate funding rates if annual Budget Act appropriations are insufficient for full implementation.
